I had a telephone call from Jack Ashley MP this morning telling me that he has released to the press a letter to Dr Owen asking him to intervene with the Hong Kong Government over the Huey Fong refugees and to convene an international conference on the refugee problem as soon as possible. I attach the text of the letter as dictated to us over the telephone.

Mr Ashley said that he would like to speak to Dr Owen about these problems tomorrow (Tuesday, 16 January) and we are fixing a meeting for tomorrow afternoon. I should be grateful if you (in co-operation with UND) could let me have a short brief, if possible by this evening.

If News Department are asked whether Mr Ashley's letter has been received, I suggest that we say that we have the text and that it is being considered.
