(a) Posts should be instructed to approach selected governments

(para 5 above), appealing for further resettlement places for Vietnamese refugees presently in Hong Kong. The Hong Kong Government would supplement this with approaches to appropriate Consuls-General in Hong Kong.

(b)

Sir James Murray should act in support with the UNHCR and

at the same time

(i) ask him to consider encouraging ICEM to establish a

presence in Taiwan;

(ii)

(iii)

ask him to consider encouraging ICEM to float with its Latin American members the proposal that suitably qualified Vietnamese refugees be brought within the ambit of ICEM's Selective Migration Programme for Latin America;

pass on Mr Goodhart's suggestion that the Pope's Mexico conference might be a suitable occasion for Latin American Roman Catholic Bishops to consider the possibility of speaking to their own governments about resettlement places for Vietnamese refugees.

13. If Ministers agree these recommendations, posts will be instructed accordingly as soon as there is a move over the HUEY FONG and I shall submit a draft letter for Mr Luard to send Mr Goodhart.
