7. BCAR asked whether they could deal with Hong Kong through the FCO with regard to arrangements over flights and the numbers involved. In the past, the UNHCR channel of communication had been slow. I told BCAR that the

UNHCR had now established an office in Hong Kong and that I thought the channel of communication could be maintained through UNHCR.

I asked them, however, to let me know if they encountered problems and I promised, in the meantime, to keep MVD

informed.
