I have been instructed by the German Foreign Office in Bonn to officially inform you again that the City of Frankfurt has declared its readiness to accept 250 refugees on board of the MS "Huey Fong" for

resettlement.

Frankfurt would now agree to this offer being realised also in such a way that 250 refugees (boat-cases) currently accomodated in Hong Kong refugee camps are selected and exchanged for a significant number of persons (i.e. children, old, sick and others), whose continued stay

on board the MS "Huey Fong" causes them particular

hardship. This action resulting in initial help for the

refugees of MS "Huey Fong"

Frankfurt requests that the operation be carried out rapidly and would be willing to send a representative to assist the authorities in the necessary procedures.

This offer reflects an eminently humanitarian action.

Should the Hong Kong Government not be in a position to accept this offer a reply in writing stating the reasons would be appreciated.
