It is required at No. 10 by 12 noon on 3 January and I do not have to clear it with the Secretary of State. However, I am not very happy about 3 and 4 of the brief. I doubt whether Guadeloupe will give rise to declaratory call for action and anyway are we in much of a position to urge others to help when we are not able to make a fresh gesture
ourselves?
Shouldn't the background cover US efforts vis-a-vis Taiwan re the 'Huey Fong', and indicate more clearly why the Hong Kong Government are acting as they are over its passengers?

We spoke about these papers. I have tightened up the draft and have arranged for a fresh paragraph to be added to point up the problem of Hong Kong. Eight final copies are now attached herewith. Copies of these minutes and of the paper have also gone to PS/Lord Goronwy -Roberts, PS/Mr Luard, PS/PUS, Sir A Duff, Mr Cortazzi, Mr Leahy and to the Departments concerned.
