Foreword

This White Paper sets out the Government's broad aims in the development of social security and social welfare services in Hong Kong. It takes account of the public comments on the three Green Papers published towards the end of 1977, dealing with social security development, services for the elderly and personal social work among young people. It also reviews other areas covered by the 1973 White Paper "The Way Ahead" but excludes rehabilitation services on which a separate White Paper was published in 1977.
ii.
This White Paper should be read in conjunction with the Social Welfare Five-Year Development Plan which sets out specific programmes of development, following the principles laid down in this White Paper. This Plan is published each year following a review carried out under the auspices of the Social Welfare Advisory Committee by representatives of both the Social Welfare Department and the Hong Kong Council of Social Service on behalf of the voluntary welfare sector.
iii.
The Green Paper on Social Security Development contained a tentative proposal for a voluntary contributory sickness, injury and death benefit scheme. This proposal which has attracted considerable public comment is still under consideration and the Government intends to make a further announcement as soon as proposals are finalized.
