This will involve, over a ten year period, providing new accommodation for over 2.1 million people (including 500,000 to be transferred from existing substandard housing). Connected with this programme is the development of three major new towns in the New Territories.

The Hong Kong Government's declared intention is to ensure that standards in all these fields are at least as high in Hong Kong as the best available in other countries in the region, other than Japan.

The figures do not take any account of spending on welfare projects by voluntary agencies: in the special circumstances of Hong Kong, these are very considerable.
