LABOUR CONDITIONS
6. Hong Kong wage levels are among the highest in Asia, apart
from Japan and the Middle East. In 1978, wage levels
in the manufacturing industry rose by 18% and in the construction
industry by 22%, while conmmer prices grew by only €%.
Unemployment, at 21%, is so low as to represent a labour shortage
in many sectors. In recent years legislation has been introduced
covering such matters as compulsory paid holidays, and the
working conditions of women and young people. Further changes
are being planned.
JTVASENT OF CHILDRIDE
7. The employment of children under 15 in industrial under-
takings is illegal. This provision will be extended to non-
industrial employment by 1980. Measures were introduced
last year to improve the enforcement of these laws and to increasO
thepenalties for those breaking them.
SPEED OF CHANGE
8. In an economy as vulnerable as Hong Kong's to the influence
of external developments, the maintenance of confidence
and stability is crucial to the well-being of the entire
community. In such a situation, the speed at which social
changea can be introduced must always remain a matter of
judgement.
