their replies clarified and processed into recommendations before the summer. While this option exists it must be pursued, and until we can be definite about its possibilities I do not think the Executive Council would be prepared to consider an alternative. Nor, to be frank, would I feel able to recommend one until able to set out its merits in comparison to proceeding via insurance. Since cover for extended sickness is the most immediately desirable of the three fields of action, we must therefore wait until the Commissioner of Labour is able to make recommendations.

4. Once we are clear about this, I do not think there will be much technical or administrative difficulty about devising appropriate cover for the other two risks, and we will continue to work on ways of doing this. But we must keep our eyes firmly on how to cover these specific risks by means best suited to the circumstances of Hong Kong.
