benefits in the form of subsidised rents in public housing estates

and very low public transport fares. Ninety per cent of those

living in public housing pay less than £20 per month in rent

and in the urban areas of Hong Kong, most bus and trams have a

flat fare of about 3p.

5. In addition the private sector makes an important contribution

to social welfare, either through charitable

organisations or

because of its obligations under Hong Kong's labour legislation.

For instance, the Employment Ordinance requires employers to grant

paid sick leave for up to a maximum of 36 days.
