The amendment to section 4, contained in
clause 4 of the Bill, is made to make it clear that not
only the Commissioner, but other officers also, can
exercise the power in section 4 to certify documents
as true copies for evidentiary purposes. Doubts as
to this had arisen under the existing section 4.
The effect of the amendment to section 5
of the principal Ordinance, by clause 5, is to require
in respect of dealings with the Hong Kong Government,
the use and particulars of personal names and surnames
which appear in identity cards.
Clause 6 amends section 7 of the principal
Ordinance to extend the matters that may be provided
for in regulations to the following
(a)
(b)
increased penalties not exceeding a fine
of $5 000 and- imprisonment for 2 years;
and
commencement of criminal proceedings for
an offence within a period not exceeding
3 years of its commencement.
