LEGAL REPORT

Enclosure No. 2

THE BIRTHS AND DEATHS REGISTRATION (AMENDMENT)

ORDINANCE 1979

The purpose of this Ordinance is to prevent the existing practice of changing a child's name in the register after it has attained the age of eleven years. This practice causes difficulty in the issuing of identity cards, as the register in the primary source of names for persons born in Hong Kong; it also reduces the effectiveness of such cards as a means of establishing identity.

2.

Before the Acting Governor assented to the Bill in the name and on behalf of Her Majesty, I advised that he could properly do so.
