being the person responsible

to ensure that the members of

his family comply with the

provisions of regulation 4(3)

conduces to (by neglect or

otherwise) the commission of any

offence by any such person,

shall be guilty of an offence.

(2) Any person guilty of an offence

under these regulations shall be liable

to a fine of $3 000 and to imprisonment

for one year.

(3) Where the Commissioner believes

on reasonable grounds

(a)

that an identity card has been

obtained as the result of the

commission of an offence

specified in paragraph (1)(b)

or (c); or

(b)

that a person is in possession

of an identity card in respect
