I submit draft replies and a background note to 7 Questions
on child labour in Hong Kong put down by Mr Robert Parry MP
(Labour

Liverpool, Scotland Exchange) for priority written
answer on 24 July. The answers are based on information supplied
by the Hong Kong Government (Hong Kong telegrams Nos 1035 and
1036).

Mr Parry last asked a Question on this subject on 21 March.
His present Questions seem likely to have been stimulated by a
recent report on "Child Labour in Hong Kong" prepared by the
Anti-Slavery Society for the Protection of Human Rights.
As the Overseas Labour Adviser indicates in his minute of
13 July, the authors of this report have given the Hong Kong
Government insufficient credit for the determined efforts which
they have made in recent years to eradicate child labour. We
are nevertheless asking the Hong Kong Commissioner for Labour
for his comments: there is undoubtedly more to be done in this
area.
