As the proposed amendments do not involve any change of policy and seek merely to clarify our original intentions, there are no additional economic or staffing implications.

Publicity and public relations

If the proposed amendments are accepted, the bill would be gazetted on 26th January 1979 by special arrangement. It is proposed that the Commissioner for Labour should issue a press release immediately after this Council's discussion on 23rd January. Such publicity a few days before the Lunar New Year is desirable because about 60% of industrial establish- ments are estimated to be granting paid annual leave to their employees during the Lunar New Year period.

Since the bill serves to clarify the Government's original intentions and to close certain loopholes, no adverse reaction is expected.

Honourable Members will be asked to advise whether the Employment (Amendment) Bill 1979, as annexed, should be introduced into the Legislative Council.

(The Commissioner for Labour (Mr J. N. HENDERSON), the Principal Assistant Secretary for Social Services (Mr Dominic WONG) and the Law Draftsman (Mr G. P. NAZARETH) will attend before the Council for the discussion of this item).
