It was against this background that rumours reached Hong Kong that Laker Airways (Laker) might be interested in extending its "skytrain" services from Los Angeles to Hong Kong and thence to London to provide a daily round the world service in both directions. For a number of reasons, a service of this nature would not be suitable for Hong Kong. So the Economic Services Branch and the Civil Aviation Department started informal talks with the Department of Trade (the Department in the British Government responsible for Civil Aviation)
