I would thought that it was only necessary to say that you understood that the matters covered by the letter had been raised at the opening of the CAA's Hearing and that the Chairman of the CAA Panel had confirmed the CAA's decision to exercise their discretion and hear the Hong Kong Government. You may feel that such a reply would be desirable, so that at least Mr Bebchick cannot make any criticism that the points which he made went unanswered.
