CIVIL AVIATION POLICY GUIDANCE
1. You sent Mr Morland, who is at present on leave,
a copy of your letter of 10 August to Mr Roberts
2. We have no objection to the amendments to
Section 3 of the 1971 Civil Aviation Act proposed in
the Annex to John Steele's Letter of 27 July.
It does, however, seem
seem to us desirable to take this
opportunity to amend Section 3 further by importing
greater flexibility into the definition of "British
airline" so that airlines registered in a dependent
territory are able to compete in regard to relevant
international routes between the United Kingdom and
il-
the territory concerned. It seems/logical that CPA
for instance is treated in practice as a British airline
in international air services agreements but not in
our own licensing procedures (although it requires a
Licence from the CAA for flights to and from the
United Kingdom). While practical problems are most likely
to arise in respect of CPA, an amendment would most
with their principal place of business appropriately cover att airlines registered independent
rritories.
