(2) For the purposes of paragraph (!), the Director of Civil Aviation and an authorized person may enter upon and inspect any aircraft.
(3) Any person who, being the operator or commander of an aircraft, contravenes any direction given to him under sub- paragraph (a) of paragraph (1) shall be guilty of an offence and shall be liable on conviction to a fine of seven thousand dollars or to imprisonment for three months.
31. (1) Proceedings for an offence against these regulations shall not be instituted except with the consent of the Attorney General.
(2) Where an offence against these regulations has been com- mitted by a body corporate, every person who, at the time of the commission of the offence was a director, general manager, secre- tary or other similar officer of the body corporate, or was purport- ing to act in any such capacity, shall be deemed to be guilty of that offence, unless he proves that the offence was committed with- out his consent or connivance and that he exercised all such diligence to prevent the commission of the offence as he ought to have exercised having regard to the nature of his functions in that capacity and to all the circumstances.

32. Subject to the provisions of paragraph (3) of regulation Exceptions. 22, nothing in these regulations shail apply to the two Corporations in respect of such journeys, on such routes, as the Governor may from time to time specify.

CITATION.
33. These regulations may be cited as the Air Transport Citation. (Licensing of Air Services) Regulations.
