When I was in London last October, I raised with the CAA and others the problems attending the British Airways service on the Hong Kong/London route. Since then we have been under continued pressure locally, including questions in Legislative Council, for improving communication links with London. We have now come to the conclusion that the possibility of another scheduled carrier coming onto the route ought to be seriouly pursued. We therefore took the opportunity during the visit of George Rogers last February to raise the matter with him.

During the discussion with George, we agreed that much ground work had to be done on the subject before the proposal could be carried forward and to that end we had drawn up a programme of work to identify various aspects of the proposal. We have now finished some of the work we have undertaken to do and this takes the form of the three papers attached. According to our understanding, the other papers to be prepared by DOT would be on :

(a) BA's performance on the route over the past five years, with any input from us as required;

(b)

the legal air services position at the U.K. end, to complement our paper No. 2;

the main features of a "Skytrain" operation covering conditions governing flights and capacity to be operated;

the main features of a possible charter regime, covering conditions governing flights and capacity to be operated; and

the wider international implications of a second scheduled carrier with possible requirements for 5th freedom rights.
