A consequence of this decision is that we must suspend (or terminate) the Joint UK/Hong Kong study which has been started. Its continuation is incompatible with the action which must now follow from the receipt by the CAA of applications for licences for the route. Since the CAA is obliged to publicise the receipt of the licence applications (and this it will do next week) it is highly desirable that the Hong Kong Government should be informed of what has been decided as quickly as possible and preferably before news of the applications breaks. I suggest therefore that a short telegram should be sent at once; and that soon thereafter

we write a letter which explains in some detail why we find it necessary to suspend/terminate the joint study and the action which is now open to Hong Kong interests to state their case. enclose a draft telegram. The follow up letter should not be long delayed.
