Dear Hugh.

We spoke earlier today about the procedural problem that has arisen over air services to Hong Kong. I think the best thing I can do is to send you a copy of the submission I made to our Ministers a few days ago, which sets out the background and the reasons for our recommendation. I might add that I found this a very difficult recommendation to make and agonised over it for several days before reaching a view. The arguments are very nicely balanced. I would be glad to have any views you care to offer, if possible before we discuss it with our Ministers on Thursday the 14th.
