UK/CHINA AIR SERVICES AGREEMENT

1. I attach a draft reply to Hong Kong telegram No 596 reporting the Political Adviser's surprise that Mr Rogers should have used arguments based on sovereignty to buttress his contention that scheduled "regional" services must be negotiated by the DOT.

2. I would propose to show the draft, with any amendments or corrections you wish to make, to Mr Cortazzi before despatch.
