1. WE FIND IT DIFFICULT TO COMMENT ON THE REPORTING TELEGRAMS BECAUSE SEVERAL KEY ELEMENTS IN THE NEGOTIATIONS REMAIN OBSCURE TO US. IT MIGHT THEREFORE BE USEFUL IF WE WERE TO DEFINE MORE CLEARLY THE PREMISES ON WHICH WE HAD BASED OUR PREVIOUS COMMENTS.

2. WE INDICATED IN OUR TELNO.638 THAT WE WERE UNCLEAR AS TO WHAT LIMITED AND TEMPORARY RIGHTS WERE BEING OFFERED TO B.A. WE SHOULD BE GRATEFUL FOR CLARIFICATION AS TO WHAT IS MEANT. DOES LIMIT RIGHTS MEAN LESS THAN FULL TRAFFIC RIGHTS, OWN STOP- OVER RIGHTS ONLY, OR WHAT ? IF FULL TRAFFIC RIGHTS ARE NOT AVAILABLE THAT WOULD MEAN HONG KONG ORIGINATING TRAFFIC FOR PEKING COULD ONLY BE CARRIED BY CAAC WHICH WOULD GIVE THEM AN

THIS WOULD BE EFFECTIVE MONOPOLY FOR THAT TYPE OF TRAFFIC.

HIGHLY UNDESIRABLE OTHER THAN ON A TEMPORARY BASIS (PARA.3 OF OUR TELNO.638) AND PROVIDED THAT THE PRINCIPLE OF RECIPROCITY FOR A HONG KONG BASED BRITISH CARRIER ON ALL THE OTHER REGIONAL

ROUTES IS ACCEPTED.

3. AS REGARDS THE TIMING, PEKING TELNO.492 SPEAKS OF A REVIEW OF THE OPERATION OF THE HONG KONG/PEKING SECTOR QUOTE WHEN B. A CEASED TO OPERATE UNQUOTE. OUR ORIGINAL ASSUMPTION WAS BASED ON A DEFINED PERIOD OF TIME, SAY, TWO YEARS. BUT IT IS POSSIBLE IN SUCH NEGOTIATIONS TO PROVIDE FOR A TEMPORARY RIGHT TO CONTINUE
