YOUR TELNO 337: AIR SERVICES AGREEMENT

Thank you for achieving this satisfactory outcome.

Interdepartmental agreement has now been reached at official

level here that we should recommend to Ministers immediately

after the election that we should proceed to an Agreement on the basis discussed between yourself and Song on 27 March;

ie that, subject to the satisfactory completion of the technical

negotiations, we should make the public statement in FCO

Telno 204 with the minor amendments that the two countries should

be referred to by their full itles and the Agreement referred to as the "Air Services Agreement" (not "Aviation Agreement");

2- We should therefore be grateful if you would tell Song that departments in London have now agreed that we should go

forward on this basis.

As he will understand, in the present

electoral situation no one can commit the Government which will

take office following the 3 May election. But we believe that

the formula represents

and hope we can now set the technical talks in hand as soon as

possible, ie without waiting for US to consult Ministers here

after the election.
