I am sorry I failed to telephone you earlier today. shall be away next week. The DOT's preliminary reaction (Mr Rogers) is that Taiwan will not make trouble, but if they did we could go back to the Chinese even after the ASA had been concluded and ask them for over-flying rights over China for CPA with some hope of success. Even so, the major damage loss of services to Taiwan would have been done. I have asked Miss Stoddart to pursue further with FED and the DOT next week. I doubt if we need any further substantial reassurance to Hong Kong at this stage, but presumably some kind of reply to this telegram will be needed.
