CONCURRENCE OF ICACREP BANGKOK CONCERNING FORMERLY PROPOSED SELECTIVE
INS ROUTING PROCEEDURE NOT INTENDED TO INDICATE AGREEMENT WITH
COMPLETE CLOSURE OF AMBER ONE AIRWAY TEMPORARILY AS SUBSEQUENTLY NOTIFIED BY HONG KONG NOTAM A.269. ICAO PRESIDENT HAS TODAY CONSULTED
WITH ICAOREP BANGKOK CONCERNING VIEWS EXPRESSED AT HONG KONG DCA MEETING ON 18 OCTOBER 1979.

ICAL STRONGLY SUPPORT IMMENIATE ACTION BY DCA HONG KONG AS PROPOSED AT PARAGRAPH 2 OF TUR, VIZ THAT NOTAM A.269 BE AMENDED TO ACCEPT FLIGHT PLANS FOR CIVIL TRANSPORT AIRCRAFT ROUTING VĨA AMBER ONE AIRWAY WHEN DANGER AREAS D1/D2/D3 INACTIVE. DANGER AREA D4 DOES NOT IMPINGE DIRECTLY ON AIRWAY AND, AS INDICATED AT PARAGRAPH 2 OF UKREP MONTREAL TELNO 3414, IT IS RESPONSIBILITY OF INDIVIDUAL AIRCRAFT OPERATORS TO TAKE INTO ACCOUNT POSSIBILITY OF NON-NOTIFIED AIRCRAFT MOVEMENTS TO OR FROM D4 WHEN MAKING THEIR DECISIONS REGARDING ACHIEVABLE SAFETY LEVELS FOR CIVIL AIR TRAFFIC OPERATING CH ESTABLISHED ATS ROUTES PUBLISHED IN ICAO REGIONAL AIR NAVIGATION PLANS.
