RISAKOTTA TOLD WILSON (WHO HAS NOW LEFT JAKARTA) THAT HE COULD ACCEPT THE THREE POINTS IN THE DRAFT SIDE LETTER RELATING TO SUPERSONIC AIRCRAFT, GARUDA'S USE OF GATWICK RATHER THAN HEATHROW, ON THE BASIS OF NON-DISCRIMINATION, AND CPA'S ABILITY TO CONTINUE TO OPERATE L1011S INTO JAKARTA IF THEY WISHED. HE BROUGHT A COMPLETELY NEW REQUIREMENT FOR INCLUSION IN THE SIDE LETTER WHICH WOULD HAVE DEFINED GARUDA'S RIGHTS INTO HONG KONG SO AS TO MAKE THEM ABLE TO OPERATE B747S ON FULL CAPACITY. WILSON EXPRESSED HIS SURPRISE THAT THE INDONESIAN SIDE HAD FAILED TO MENTION SUCH A BASIC POINT PREVIOUSLY. HE POINTED OUT THAT THE REST OF THE UK DELEGATION HAD ALREADY LEFT JAKARTA. MOREOVER, WE HAD INTERPRETED THE INDONESIAN CONCESSION OF FULL-CAPACITY B747S TO CATHAY PACIFIC ON THE REGIONAL ROUTE IN THE CONTEXT OF THE CONTINUED LIMITATION ON THEIR SINGAPORE/JAKARTA TRAFFIC RIGHTS. IN THE CIRCUMSTANCES, WILSON SAID HE WAS IN NO POSITION TO ACCEPT RISAK OTTA'S AMENDMENT. WE UNDERSTAND THAT HE INDICATED THAT HE COULD GIVE GARUDA B747 RIGHTS AT DC10 CAPACITY, BUT RISAKOTTA DID NOT PROPOSE THIS FORMALLY.
