1, WE AGREE THAT THE CHINESE ACTION IS NOT WHAT ONE MIGHT EXPECT OF A MEMBER OF ICAO. WE HAVE GIVEN CAREFUL CONSIDERATION TO THE LINE OF ACTION PROPOSED IN PARA 3 OF FIRST TELEGRAM UNDER REFERENCE,
BUT HAVE CONCLUDED THAT IT WOULD BE PREFERABLE IF REPRESENTATIONS
WERE TO BE MADE TO THE CHINESE VIA THE ICAO NETWORK ON BEHALF OF
THAT ORGANISATION AND ALL ITS MEMBERS WHO STAND TO BE AFFECTED. A
UNILATERAL APPROACH TO THE CHINESE COULD IN OUR VIEW RUN THE RISK OF PRECIPITATING THE WIDER CONSEQUENCES REFERRED TO IN PARA 4 OF
HONG KONG'S TELEGRAM UNDER REFERENCE. BUT WE SHOULD BE GRATEFUL FOR
PEKING'S VIEWS AS WELL AS ANY FURTHER COMMENTS WHICH HONG KONG MAY
HAVE.
2. SUBJECT TO THE AGREEMENT OF THE LAST MENTIONED POSTS, WE SHOULD THEREFORE BE GRATEFUL IF UKREP, ICAO WOULD TAKE SUCH ACTION AS IS PRACTICABLE TO ENCOURAGE ICAO TO ADDRESS ITSELF URGENTLY TO THIS
PROBLEM WITH A VIEW TO MAKING EARLY REPRESENTATIONS TO THE CHINESE THAT THEIR ACTIONS WILL RENDER VIRTUALLY UNUSABLE A RECOGNISED AND
BUSY AIR ROUTE VIZ AMBER ONE.
3. WE UNDERSTAND FROM CAA, WITH WHOM BA FIRST RAISED THE PROBLEM, THAT BA AND QUOTE OTHER AIRLINES UNQUOTE HAVE MADE REPRESENTATIONS TO IATA REGIONAL OFFICE, BANGKOK WHO HAVE IN TURN PASSED THESE ON VIA THE REGIONAL OFFICE TO ICAO, MONTREAL.
