I enclose a copy of the draft CMU which I hope encompasses the July understandings and all those that have gone before. I would welcome your comments on it by the middle of next week so that we can get the final draft off to the Malaysians as soon as possible.

I have of course adhered fully to the terms contained in the draft letter which Christopher Roberts sent to Hamzah on 20 July, and so far as possible have stuck to the actual wording used so as to minimise the area for potential disagreement with the Malaysians. Where I came up against the most difficulty was in the paragraph relating to the Commercial Agreement. wording used, after careful deliberation and discussion with Christopher, treads the very narrow line between trying to safeguard your position and not exciting the Malaysians into accusing us of going back on our word. If you can think of any better way to expressing it I shall be glad to have it.
