Dear Norman

You will remember that we undertook to embrace in one CMU the understandings reached with the Malaysians last month and all previous understandings and letters qualifying the ASA. This I have now done and the result is attached.

I would like your early comments by Tel, if possible by the middle of the week beginning 13 August so that we can get the final draft out to Malaysia as soon as possible.

However great the temptation may be to snipe at some of the understandings reached between Ministers in July I would be glad if you would resist it and confine yourself to ascertaining whether you think I have, to the best advantage, encompassed last month's understandings, es expressed in the draft letter which Christopher Roberts passed to Hamzah under cover of his letter of 20 July, and all previous CMUs and exchanges of letters.

It may be helpful and save later exchanges if I comment now on one or two aspects:-

1 General

I have followed the general principle that I must adhere to the. terms of the draft letter and so far as possible I have stuck to the wording actually used. So far as old understandings are concerned I have tried to make the simplest presentation and generally to secure what is best out of brevity,

2 CPA's freighter services (CMU of 25 November 1977)

CPA do not currently operate them via Malaysia. They got no mention at the meeting in July and none in the draft letter. try and get them covered in the CMU would I. think he difficult and would lead to the Malaysians looking for some reciprocity. I have therefore left them out.

3 CPA services to the Gulf (CMU of 25 November 1977)

These got no mention in the draft letter so we must take it that there
