1. IF THE FAA BAN ON THE ENTRY OF DC10S INTO THE USA IS LIKELY TO CONTINUE IT IS PROBABLE THAT SIA WILL ASK US IF WE MIND THEIR TERMPORARILY SWITCHING FROM DC10S TO 747S ON THEIR TRANS-PACIFIC SERVICES VIA HONG KONG. AS YOU KNOW WE DID SAY TO SIA IN NOVEMBER 78 THAT WE WOULD GIVE SYMPATHETIC CONSIDERATION TO THEIR MAKING A PARTIAL SWITCH TO 747S FROM JULY AND IN THE SPECIAL CIRCUMSTANCES NOW BEFORE US THEREFORE WE THINK IT WOULD BE NOT UNREASONABLE TO ALLOW THEM TO MAKE THE SWITCH TO AN ALL 747 SERVICE. WHETHER THIS SHOULD BE ON A TEMPORARY BASIS UNTIL THEY ARE ONCE AGAIN ABLE TO OPERATE DC10S INTO THE USA OR WHETHER WE SHOULD LEAVE IT OPEN, BEARING IN MIND THAT THEY ARE ENTITLED TO MAKE THE CHANGE COMPLETELY BY 1 SEPTEMBER 1979, IS NOT SOMETHING WE FEEL STRONGLY ON. SINCE THEY OF THEIR OWN VOLITION MAY WELL WANT TO SWITCH BACK TO DC1CS (AT LEAST PARTIALLY) AS SOON AS THEY ARE ABLE BECAUSE THEY WILL HAVE TO TAKE 747S OFF THEIR EUROPEAN SERVICES IN ORDER TO MAKE THE SWITCH IN THE FIRST PLACE IT IS PROBABLY BEST SIMPLY TO SAY THAT WE HAVE NO OBJECTION TO THEIR SWITCHING TEMPORARILY TO AN ALL 747 SERVICE: AND THEN WAIT AND SEE WHAT EVENTUATES.
