I submit a despatch from Sir Donald Hawley in Kuala Lumpur

in which he sets out to examine Malaysian motives for their

withdrawal of permission for Concorde supersonic overflight in

December 1977; and their decision a year later, to allow the

resumption of the service for a six-month trial period, now

nearly half elapsed.

2. Sir Donald Hawley sets out all the factors in the despatch

Malaysian resentment at British attempts to bring the Air

Services Agreement into balance, the allegedly rough manner of

the British negotiators, jealousy of Singapore over Concorde,

environmental concern and the allegation that Britain had "for-

gotten" Malaysia. It is not easy to decide how much weight to

give to each of these factors. When Concorde was first banned,

the British press laid great weight on Malaysian jealousy of

Singapore; we may well have under-rated this in deciding to set

up a joint BA/SIA Concorde service. Be that as it may, Sir Donald

Hawley is to be congratulated on persuading the Malaysians to agree

to a 6 month trial resumption of Concorde without giving anything
