The legislation governing on non-scheduled services to and from Hong Kong places the authority for approving such services with the DCA Hong Kong and we would not favour any change in that position. But since the UK/US air services talks on charters do not (so far as we are aware) concern themselves with Hong Kong, it seems to us that there may be value in initiating discussions on this subject with the Americans, possibly on a bilateral basis. The purpose of this letter is to seek FCO's reactions to this suggestion and, in particular, to learn of any objections there might be to a direct Hong Kong-USA dialogue on charters.
