1. THE MINISTER OF FOREIGN AFFAIRS BRIEFED THE EEC HEADS OF
MISSION THIS MORNING ON THE STATE OF PLAY WITH ICAP. IN
CONTRAST WITH HIS LAST BRIEFING (MY TELNO. 77 OF 5 FEBRUARY
RAJARATNAM WAS UNEMOTIONAL AND MADE NO ATTACK ON AUSTRALIANS
CR ANYONE ELSE.
2. HE SAID THAT, FOLLOWING THE ASEAN/AUSTRALIAN MEETING IN
JAKARTA LAST MONTH, THE ASEAN SIDE HAD BEEN MEETING TO SEE
IF THEY COULD DEVISE A FARE AND CAPACITY STRUCTURE WHICH WOULD
ALLOW THEIR AIRLINES TO PARTICIPATE IN THE END-TO-END SERVICES BETWEEN AUSTRALIA AND EUROPE WITHOUT DAMAGING MANTAS' (AND BA'S)
INTERESTS. THE AUSTRALIANS HAD INDICATED AT JAKARTA THAT THEY
WOULD BE READY TO CONSIDER A SCHEME WHICH WOULD GIVE ASEAN AIRLINES ''ACCESS TO THE TRUNK ROUTES IF THIS COULD BE SHOWN
NOT TO JEOPARDISE THE ECONOMIES OF THE ICAP SYSTEM FOR QANTAS.
3. RAJARATNAM CONFIRMED (AS SIM KEE BOON HAD TOLD ME LAST WEEK WHEN I TALKED BRIEFLY TO HIM ON HIS RETURN FROM BRUNEI WHITHER HE HAD ACCOMPANIED LEE KUAN YEW) THAT ASEAN WERE STILL WORKING
ON THE PROPOSALS THAT THEY HAD PUT FORWARD AT JAKARTA, IE (A) THEY SHOULD BE ALLOWED TO BID FOR END-TO-END TRAFFIC AT A
SURCHARGE OF 3 PERCENT ON THE ICAP FARE SEMI COLON AND (B) THEY SHOULD OFFER STOP-OVER FARES WITH A 10 PERCENT STOPOVER. HE CLAIMED THAT THE EVIDENCE THAT THE ICAP FARES HAD GENERATED
NEW TRAFFIC COULD BE USED TO PROVE THAT THE PARTICIPATION OF ASEAN AIRLINES IN END-TO-END TRAFFIC WOULD NOT HARM QANTAS. RAJARATNAM SAID THAT SINGAPORE HAD NO WISH TO DAMAGE QANTAS OR ANY OTHER NATIONAL CARRIER: THE FIGURES OF TRAFFIC GENERATION
