ABLE FOR STOPOVERS IN EUROPE OR THE MIDDLE EAST. THE AUSTRALIANS HAVE, HOWEVER, ACCEPTED THAT IT MUST BE AVAILABLE FOR STOPOVER IN HONG KONG ALTHOUGH ROGERS AND LATHAM RECOGNISED THAT IN VIEW OF THE
APPRECIABLE ADDITIONAL DISTANCE THERE SHOULD BE A MODEST DIFFERENT-
IAL. (A FLAT SURCHARGE OF A@40 SEEMED APPROPRIATE ALTHOUGH ROGERS RESERVED HIS POSITION ON THE ACTUAL AMOUNT.) THE QUESTION WHETHER

8. IT IS ALSO PLANNED NOT TO MAKE THE FARE AVAILABLE AT POINTS
WHICH DO NOT HAVE DIRECT SERVICES BOTH TO AUSTRALIA AND LONDON, SINCE THIS WOULD IMMEDIATELY OPEN THE DOOR TO THE NUMEROUS SIXTH- FREEDOMERS IN EUROPE AND THE MIDDLE EAST TO RAID THE STOPO VER
TRAFFIC AND STILL FURTHER WEAKEN THE ECONOMICS OF BOTH THE END-TO-
END FARE AND THE STOPOVER FARE. THIS MEANS THAT MANILA AND JAKARTA
WILL IN PRACTICE BE EXCLUDED FROM THE STOPOVER FACILITY UNTIL SUCH TIME AS SERVICES ARE ESTABLISHED TO LONDON. HOWEVER, NEITHER THE PHILIPPINES NOR INDONESIA HAVE ANY SIGNIFICANT STOPOVER TOURISM ON THE UK/AUSTRALIA ROUTE AND IT IS HOPED THAT THE FORTHCOMING NEGOTIATIONS WITH THE FORMER WILL OPEN UP A..

9. AS REGARDS THE TRUNK ROUTE ITSELF, THERE WAS BROAD AGREEMENT
ON THE TRANSITIONAL ARRANGEMENTS THAT WOULD APPLY ONCE THE GO
AHEAD FOR THE FULL IMPLEMENTATION OF THE ICAP REGIME WAS GIVEN BUT
IT WAS ACCEPTED THAT THE DETAILS OF THIS COULD NOT BE WORKED OUT
UNTIL AFTER CONSULTATIONS WITH THE ASEAN COUNTRIES.
