ON THE BASIS OF THE FIGURES GIVEN IN FIRST TELEGRAM UNDER REFERENCE THERE WERE ALREADY 15 DAYS BEFORE THE FLIGHT DATES OF THE CPA AND ANG FLIGHTS PASSENGERS BOOKED IN EXCESS OF THE COMBINED CAPACITY OF THE TWO CARRIERS. IT IS A REASONABLE ASSUMPTION THAT IN THE INTERVENING 15 DAYS BEFORE DEPARTURE THERE WILL BE OTHER

PASSENGERS WANTING TO TRAVEL ON 20TH JAN.

IT DOES NOT SEEM REASONABLE FOR INTENDING TRAVELLERS TO

LEAVE TO WAIT A PERIOD OF SIX DAYS BEYOND THEIR INTENDED DATE

OF TRAVEL (OR EVEN 4 DAYS IF THEY CHOOSE TO TRAVEL INSTEAD VIA MANILA). THAT TOGETHER WITH THE ALLEGED CONNECTION BETWEEN THE

REQUEST FOR THE EXTRA SECTION AND THE EXTRA SECTION GRANTED ON

16 DEC STRONGLY PRE-DISPOSES US TO GRANT THE REQUEST.

WE WOULD NOT OF COURSE PROPOSE TO ALLOW THE CARRIAGE OF PAX

AND FREIGHT ON THE NORTH-BOUND POSITIONING FLIGHT ON 21 JAN

OTHER THAN SUCH PAX AND FREIGHT AS CPA WERE PREPARED TO OFFER UP

AS SURPLUS TO THEIR CAPACITY ON 21 JAN.

IF CPA AND ANG WERE IN POOL THESE POTENTIAL CONFLICTS OVER

EXTRA SECTIONS ON A ROUTE THAT IS SO POORLY SERVED MIGHT RECEDE.

WE ARE PERHAPS OUT OF TOUCH WITH THE SITUATION ON NEGOTIATIONS

FOR A POOL. COULD WE NOT BRING PRESSURE TO BEAR IF IT IS NEEDED.
