In accordance with clause XXVIII of the Royal

Instructions, three explanatory reports by the Attorney General

showing the reasons and occasion for passing each of the Ordinance

are enclosed. Three copies of the Gazette Supplement containing the

Ordinances are also enclosed, together with a copy each of the B

which, under the direction of the Governor, had not been published

in the Gazette before they were read the first time.
