Tsing Yi
A doubling of the fare, from 204 to 40¢, is proposed. "This large increase is in order to bring the fare more in line with those charged on similar distance cross harbour services. There has been no increase in fares on this service since 1st May 1973. As there is no provision for marshalling passengers on the ferry pier at Tsing Yi it is not possible, for practical reasons,to implement a concessionary children's rate for this service. It should be noted that, in accordance with an agreement made between HYF and the Rural Committee at the time that Tsing Yi was excised from the main Tsuen Wan/Central service, arrangements will continue to be made to ensure that Tsing Yi Central passengers pay no more than the Tsuen Wan Central fare.

Freight poses some difficult problems: on the one hand, the company wants to discourage certain freight such as pigɛwill, hawker trolleys, and tubs of live fish which create cleansing and control-problems. On the other hand, it would be unfair to raise freight charge prohibitively high as a constraint measure as this would affect the "legitimate!' user who poses no such difficulties. It should also be noted that the authorised passenger capacity of ferry vessels varies according to the quantity of freight carried on each trip. It is proposed, therefore; that general freight rates be increased as detailed below, and as shown at Annex D, but that the whole question be looked at again thoroughly at a later date.

The proposed increases are Outlying Islands
A general 100% increase is proposed. This is considered reasonable as no increase has been made since at least 1953 in the Islands District and 1961 in Tolo Harbour.
Cross harbour (except Tsuen Wan)
A general increase from $1.50 to $2.50 is proposed. This is the first increase since 1974.
