to the Chinese that we have not lost interest following the Ministerial discussions last November, we would like to propose that a UK delegation should visit Peking in late Autumn for working level discussions on the Draft Agreement. If these were successful in
resolving all or most of the issues, this would open the way to a Ministerial visit by Mr Clinton Davis (taking up Mr Tseng Sheng's invitation) at which the terms of the Agreement could perhaps be initialled.
Please let me know if you would like a meeting to discuss any of the aspects raised in this letter.
