(1)
The vessels and crew members of one Contracting Party shall observe
the relevant laws and regulations of the other Party during their stay
in the latter's territorial waters, internal waters and ports.

The relevant authorities of one Contracting Party shall not exercise
jurisdiction over or intervene in the internal affairs of the vessels of
the other Party in its ports except at the request or with the consent of
the diplomatic and consular officials.
The provisions of (sub-paragraph () of this Article shall not apply
in connection with any offence committed on board the vessel of one Party:

if the consequences of the offence extend to the territory of
the other party;
if the offence is of a kind to disturb the peace of the
territory of, or the good order of, the territorial sea or of
any port of, the latter Party;
by or against a national of the latter, Party or by or against
some person other than a member of the crew;
constituting a grave offence under the law of the latter Party:
The provisions of subparagraph (p) of this Article shall not apply
in connection with any action taken by the authorities with regard to
(Customs, Immigration, public health, the safety of life at sea, oil
pollution, wireless telegraphy or any similar matter.
