Crew members of a vessel of a Contracting Party, as well as seamen going
to be employed on or discharged from that vessel, holding documents referred
shatt be
to in Article 7, are entitled, for the purpose of repatriation, for joining
that vessel or another vessel, or for any other reason acceptable to the
competent authorities of the other Party, to travel through the territory
of that Party after having been granted a visa. Such visas shall be issued
within the shortest possible time.
