There will be no line to take at this stage, but he said it would be helpful if we could put together a line to take on the Hong Kong angle, so that it would be ready for use when wanted. It should, I think, ash the Embassy to take a form line on the inclusion of Hong Kong in any agreement, and report back if the Chinese refuse to agree. The Embassy should be given nomandate at this stage to make any concessions over Hong Kong. Can you please prepare a draft.
