1. Thank you for this interesting report.

2. We agree that next step should be for your to pursue

the exchange of letters with the Department of Foreign Trade.

The Chinese have now had some time to consider our proposal

on equitable participation which was first put to them in

February before Mr Varley's visit (your tel 212 of 14 Feb).

We should therefore like some indication of whether the

Chinese are prepared to accept the principle of an understanding

on equitable participation in the trade.

3. We look forward to receiving your further comments and

recommendations on how to proceed with the Maritime Agreement.

As seen from here, Dong's comments are fairly encouraging

and we shall want to follow up fairly soon. But this should

probably wait until we have the Department of Foreign Trade's

reaction on the exchange of letters. But, if necessary,

you could say that once we have the Chinese reaction to our

proposal on equitable participation, we are ready to pursue

discussions on both the exchange of letters and the Maritime

Agreement as part of an overall package.
