a telegram would be drafted and cleared with FED saying that a member of Mr Varley's team would like to take up with the Chinese our "Cargo-Sharing proposal" explaining what we would like going beyond the wording in the preamble and Article 3 of the draft agreement on Economic Cooperation. DOT suspect the French got an understanding that went further an exchange of letters might still be possible.
(c) On the Maritime agreement the official would be briefed to say only that we stand ready to resume negotiation whenever the Chinese were ready. We might learn if there were a changed element. Also the Governor of Hong Kong is visiting Peking in mid-March and Mr Pryor is going to Hong Kong before Unctad V. After these two visits we would have a better idea of Chinese attitudes currently to Hong Kong and the Hong Kong Government's apprehensions in the shipping field.

(d) Meanwhile FCO were asked strongly to produce a paper answering the queries in last August's letter, and analysing why Hong Kong were more worried about being excluded from the shipping side than from the Economic Cooperation Agreement (it was acknowledged of course that there were practical differences eg over protection of seamen and port taxes). We should also consider whether parallel Maritime Agreements or some other form of separate informal agreement to cover Hong Kong would be feasible. I later told Mr Hayward that a paper must be produced (or a letter) since it undermined our efforts to give advice if we failed to respond when asked. The fact that Departments were under pressure and that it had been given low priority was not an adequate response. It was now of higher priority and six months was too long if such delays were occuring it indicated
