There is already existing a public right of way on foot all along the harbour frontage of Kowloon Marine Lot No 11, but the Company's proposal that the easement should be co-terminous with the lease is unsatisfactory and it is recommended that Government should insist on this easement being co-terminous with the lease of the parent lot.

In this context Members will wish to note that Govern- ment has received several applications for ferry services to China. At present there is no suitable terminal where these services could be concentrated, and after an initial examination of the various possibilities, the official view is that Kowloon Permanent Pier No 54 is the most sui- table location. Government is presently considering the problems connected with this use, and the best way in which the necessary facilities could be constructed within a reasonable time. In the event that an agreement for an easement of access to the pier through the Company's land is not concluded, it would be possible to reclaim in front of the lot. But gazetting procedure and works would take some time, and one approach to the provision of the facilities may be through negotiations with the Hongkong & Kowloon Wharf & Godown Company Limited,
