This memorandum seeks approval for the grant of Kowloon Permanent Pier No 6 to the Hongkong and Kowloon Wharf and Godown Company Limited, on the basic terms and conditions outlined in paragraph 16 below, for recreational development.

Background

On 31st January 1978, having considered memorandum XCR (78)35 (Annex A), Members advised and the Governor ordered:

that there is no objection in principle to the regrant of Kowloon Permanent Piers Nos 6 and 7 to the Hongkong and Kowloon Wharf Godown Company Limited for the purposes stated in the memorandum (i.e. for recrea- tional purposes) contemporaneously with a modification of Kowloon Marine Lot No 11 securing a public right-of-way to reverted Kowloon Permanent Pier No 54, subject to further consideration by the Council of the terms and conditions of the regrant.

During the discussion in Council, the view was strongly expressed that the facilities would add considerable value to the Company's adjoining development, and that the increment should be reflected in a realistic premium.

Kowloon Permanent Pier No 7

The Company has subsequently indicated that it would wish to continue handling break-bulk general cargo vessels at Kowloon Permanent Pier No 7 and has sought a regrant of the pier on existing conditions for a 21-year lease term. Since a large number of pier leases expire on 31st December 1979, a general policy review has been instituted, which takes in Kowloon Permanent Pier No 7, and a submission will be
