g) To those property owners and tenants who were willing to move into the public housing estates, the authority threatened them by saying that the dweling units in Cheung Shan Estate were not many. If they did not register early at Housing Authority, they might not be able to obtain the units or some allowance in the head-count of family members.
h) Under the good name of "exgratia payment" or so-called "special allowance", the authority tried to cheat the owners. They delibe- rately hindered the calculations of the amount of the exgratia payment which was to be calculated by adding together the assessed value and the interior decoration charges.
III) Bad Effects after the survey or measurement:
Owing to the various threats and seductions, some of the property owners being unable to withstand the long period of mental burden, agreed to have their flats measured. Then, all the bad effects were gradually laid bare.
a) After the measurement, the new valuation was found to be no change or some even less than before, especially for those dwel- ing units partly or wholly rented. The so-called increase in value was only made by adding the decoration fee to the former valuation. Some property owners thoroughly fed up with the long period of suffering, reluctantly accepted the authority's valuation. But, new problems arose. First, the authority de- manded them to sign the Form-A before they made the payment. In the payment, a sum of ten twenty thousand has been de- ducted. Later on, the M T R explained that the deducted amount was to compensate the removal fee for the tenants. Then, why the MTR officers not explained such condition beforehand? The money is in the hand of the big shot, to whom should we, petty property owners, turn to for help? This sort of villainous act further convinced us of the Government's bad deal.
b) As the authority conceal the calculation of the exgratia payment, some property owners thought that the sum of money they obtained would help to lessen their burden in buying a new flat. However, after they had purchased a new flat they found that their debts become larger.
