case of Sai Lau Kok at the present moment and that is why both the Authorities concerned and the Sai Lau Kok people have been so reluctant in referring the case to the Lands Tribunal which will be bound under the law to make such award as will be unjust and unfair to the claimants as described above.
Although the Authorities concerned have been kind and sympathetic in choosing the more flexible and fair method of dealing with the matter by negotiation instead of going through the Lands Tribunal, yet they soon found that their hands were also tied under the law when they failed to reach an agreement with the dissidents and settle the interim or final payment before the reversion date: Once the reversion date was passed and the land value in the open market continue to grow like mad, then the vicious circle began and the difference widened. Authorities concerned then found themselves in the same trap which the law has set for the Lands Tribunal. now come to a tragic deadlock!

The Authorities have tried to put the blame on the other. concerned blamed the 97 dissident owners for being greedy and unreasonable. The latter blamed the former for more than 30 items of unreasonable and unfair policies decision and other conducts. As I have said earlier in this letter, most of them were sheerly misunderstanding the causes of which might be partly the fault of the Sai Lau Kok people and partly officers from the Authorities concerned. have not gone into the accountability. have now been clarified though very much out of time!
