and desicions made by the Authorities concerned or any
officers, I realized that there has been a serious communication
gap not only between them and the Government but also between
them and their own representatives. It is not at all easy
at this stage for me to ascertain who were responsible
therefor.

From the several meetings I have with Mr Todd the acting Secretary of New Territories, Mr Wilkins from the Mass Transit Office and Mr Erik Lee from the Housing Department who have all been very helpful to me in this matter, I have ! now found out that most of the dissidents' allegations were
unfounded and I have accordingly explained to the Sai Lau Kok representatives in great details. Fortunately, they were prepared to accept such explanations except for a few points which require further investigation. However, have not been too successful in my direct explanation to the other dissident Sai Lau Kok owners and it requires far greater effort and patience than average to make them understand: For this reason, I can visualize how difficult it could be for the Authorities concerned to explain things to those people during the relevant period of time: I wish to take this opportunity of thanking Mr Todd, Mr Wilkins and Mr Lee for their patience, efforts and helps without which I can hardly see the two sides of the stories.
However, other than one or two other matters pending further investigations by the representatives, the following points warrant our special attention especially when they can throw light on our future policies on land resumption:- 1. We shald have taken into consideration the inherent distrust and hostility which certain kind of people (e.f. hawkers and commercial car drivers) have against the Hong Kong Government generally.
